Is support included with free development licenses?

Technically, no, only paying customers get support. 

However we do generally operate under the assumption that any given free development license will turn into a paid license eventually. So unless we have reason to believe you're not planning to pay for the license, we will be happy to help you get things up and running even before you've paid for the license.
